BERLIN Michael Phelps has failed to qualify for the 200-meter freestyle, but leads all qualifiers in the 200-meter individual medley at a short-course World Cup meet.
The winner of eight gold medals at the Beijing Olympics clocked 1 minute, 55.92 seconds in the medley on Sunday.
Phelps' 1:44.07 was the 12th fastest time in the 200 freestyle heats, spoiling an anticipated showdown with Paul Biedermann. His German rival led qualifying in 1:42.73.
Phelps later skipped the 200-meter backstroke heats to focus on the medley.
The American has yet to win a race in two short-course World Cup meets this week.
While most of his rivals are using the faster high-tech suits, Phelps has stuck with the old, knee-length outfit that will become the standard on Jan. 1.
