Developer withdraws N.C. 150 rezoning request

Approval would have allowed Rowboat Dock & Dredge to relocate longtime business

MOORESVILLE The developer of the planned Promenade on the Lake development on N.C. 150 West has withdrawn a rezoning request that would have allowed Mooresville-based Rowboat Dock & Dredge to move its longtime business to part of the 16.5-acre site.

Work on the bulk of the $140 million to $160 million Promenade on the Lake – planned since 1996 – won't begin until the economy improves, the project's architect has said.

The development is proposed to include a hotel up to eight stories tall, 200 boat slips, a conference center, spa, condos and retail shops.

Promenade on the Lake's Mint Hill developer planned to let Rowboat Dock & Dredge relocate to the site, so income could be generated from the property before work begins. Rowboat Dock & Dredge owner Bob Wilson said his 30-year-old company has long outgrown its location on Williamson Road at Interstate 77 Exit 33.

“That's really the developer's choice,” Wilson said. “As far as our company, we are reassessing our attention as to where we will relocate.”

The developer needs rezoning approval from the Mooresville Board of Commissioners to allow such uses as outdoor storage that a company such as Rowboat Dock & Dredge would bring. Commissioners were scheduled to vote on the request on Monday, but a lawyer for the developer has withdrawn the request, Mooresville Planning Director Tim Brown said last week.

Approval by the board was uncertain, after nearby residents spoke against the rezoning at a recent commissioners' meeting. Residents said they're concerned about noise and a lack of proper screening. “It is really about impacts and (the developer's) ability to address them,” Brown said.

Brown said he expects the developer, dentist Ted Morris, to return to the board with a site plan addressing the concerns.

Morris has referred calls to the project's architect, Robby Johnson of Robert Johnson Architects Inc. in Charlotte. Efforts to reach Johnson were unsuccessful last week.

The project would border the Queen's Landing entertainment complex, which has restaurants, boat cruises and miniature golf.

Promenade on the Lake, near a public boating access area, would also have a park on the tip of the peninsula open to the public. Morris envisions 200 boat slips eventually at the development's marina, Johnson has said. Morris previously told the Observer he wanted to ensure future generations have access to the lake. He envisions a resort-style complex where families can rent condos or hotel rooms for vacations.

Cornelius company continues to grow

Ovation Wireless Management Inc., which moved a year ago into a larger location at Jetton Road and West Catawba Avenue, said it expects to reach a record $3 million in sales by year's end.

Ovation is a private wireless expense management company whose clients include Caterpillar Dealers, CSX Transportation, Nucor, Harrah's Entertainment, Motorola, Scott's Miracle Grow and Discovery Channel.

Veteran wireless carrier senior managers Rex Greer, Lee Newman, and Randall Light founded the company in 2002 in a 1,000-square-foot rental house in Charlotte. Ovation bought and relocated to a historic house in Cornelius in 2005 and now owns and operates from the 10,000-square-foot second floor of a two-story building.

Ovation employs 22 people at the Cornelius location, two in Louisiana, one in Florida and four in Bulgaria, Light said. It is hiring for four more positions, he said. Details: www.ovationwm.com. Couple seeks to open pool hall in former YMCA

Owners Robert and Janet Toth will ask the Mooresville Board of Commissioners on Monday to approve a license allowing them to operate a pool hall or game room in the former Mooresville YMCA space on East Plaza Drive.

The meeting is 6 p.m. at the Town Hall, 413 N. Main St.
