Jackie Menser - who directed the development of an International Baccalaureate program that won Randolph IB Middle School state and national honors - has been named Principal of the Year for the Charlotte-Mecklenburg Schools.

Menser, principal at the southeast Charlotte school for 11 years, moves on to regional-level competition, with that winner to be announced next spring.

Under Menser's direction, Randolph Middle's IB program grew consistently during the past decade and has won major awards the last two years. Randolph was named a North Carolina Honor School of Excellence in the state's ABC awards program in 2010 and 2011. Also, it was honored as a National Magnet School of Excellence in May.

Nearly 94 percent of the school's 950-plus students scored at or above grade level on state tests last spring.

"It is a strong sense of collaboration between the home and the school that helps Randolph remain successful," Menser said. "The parents and staff have always embraced a shared vision of a high-performing school that values the diversity of its students."

Runners-up for the award were:

Lawrance Mayes, Military and Global Leadership School at Marie G. Davis.

Kevin Woods, Windsor Park Elementary.

Inez Olshausen, E.E. Waddell Language Academy.

Shelton Jefferies, West Charlotte High.
