Monroe doctor to pay nearly $1 million for Medicaid fraud

A Monroe doctor will pay nearly $1 million to settle allegations she filed false claims for Medicaid reimbursements for services she didn't perform.

Dr. Millicent Francis-Lane, owner of Union County Women's Care, agreed to pay $950,000 to the N.C. Medicaid Program.

It is the second-largest civil settlement with an individual involving Medicaid fraud allegations since 2008, a spokeswoman with the U.S. Attorney's Office said Wednesday.

The deal followed a joint probe by the U.S. Attorney's and N.C. Attorney General offices.

Authorities alleged Francis-Lane knowingly billed Medicaid for services beyond what she actually performed, and also for unnecessary tests between 2003 and 2009.

"Dr. Francis-Lane's false billing practices led to the exploitation of Medicaid, a taxpayer funded program that so many people depend on to cover their health care needs," Anne Tompkins, the U.S. Attorney for Charlotte and the Western District of North Carolina, said in a statement.

"Our office will continue to vigorously enforce the False Claims Act to protect important public health care programs from fraud and abuse and to recover taxpayer dollars that help support them."

The $950,000 settlement includes repayment of money authorities said Francis-Lane wrongfully received as well as "substantial penalties," the U.S. Attorney's Office said in a news release. The doctor also must hire a government-approved auditor to monitor her billing practices over the next five years.

This is at least the second case this year where a Monroe doctor has agreed to pay money to settle Medicaid fraud allegations.

In May, federal and state authorities announced they'd reached a $750,000 civil settlement with Dr. Latika Patel, who owns Carolina Obstetrics and Gynecology in Monroe. Authorities said they found false claims for 1,009 patients for billings from 2003 through 2008.
