ROCK HILL Two children were placed into emergency protective custody after a Rock Hill man kicked his son, giving him a black eye, police say.

Thomas Arthur McClanahan, 51, has been charged with unlawful conduct of a child, according to police documents. He was arrested Tuesday.

In November, a Department of Social Services investigator met with officers at a Rock Hill elementary school on reports of a 6-year-old boy coming to school with a black eye, according to a Rock Hill police report. The boy initially told a school official his father had "slapped" him, but later told investigators he fell. They took pictures of the injuries to put on file.

The boy also told them he had received a "whoopin,'" the report states. Officials told officers his father has said he does not beat his children.

Officers then talked to the 7-year-old sister, who said her father hit her brother with a shoe, the report states. Her father was angry about her brother's problems at school and began to "sling" him around, she explained. He then kicked the boy in the eye. During the discussion, the girl began to cry, saying her father told her not to tell anyone what happened and that she was afraid he would "whoop" her.

After placing the children in emergency custody, called McClanahan and he went to the DSS office, according to the report. He was "irate" with staff and would not listen to the procedures he needed to take through DSS. He also told officers the injuries had happened at school and not at home.

After an investigation, McClanahan was arrested and charged on Tuesday. His bond was set at $6,000, and he has since been released.
