ROCK HILL Police arrested a Rock Hill woman Tuesday morning after neighbors found her 3-year-old son alone and completely nude in an apartment complex parking lot.
Keely Samone Tinnin, 25, of 1117 Springdale Road, Apt. 101, is charged with cruelty to children, according to a Rock Hill police report.
At 3:06 a.m., two neighbors told police that they heard someone in the parking lot of Wildwood Springs Apartments. They looked outside and saw a little boy without any clothes, the report states.
One of the neighbors said she recognized the boy from a similar, previous incident. The other neighbor told police he knew where the boy came from and tried to take him back home but found that the door was locked and no one came to the door.
The neighbor took the boy to his own mothers house, clothed him and then called police while his mother fed the child, the report states.
Police took the boy back to his residence and made contact with Tinnin, who said she was unaware that her son was out of the house. She also said the boy sometimes unlocks the door and leaves, the report states.
Authorities arrested Tinnin and released the child to his father, the report states.
Outside of the Rock Hill Police Department, Tinnins family waited for her after a magistrate released her on a personal recognizance bond.
Latasha Tinnin, Tinnins sister, said the family plans to test Tinnins son for hyperactivity and sleepwalking, insisting that the boy is capable of getting out the house by himself.
After a previous incident in April, Latasha Tinnin said her sister installed locks on doors. The next day, the boy learned how to unlock the door.
Hes going to catch on quicker than most kids, she said. If he figured that out, what are you going to do then? Kids nowadays can do more than you think they can do.
Police also arrested Tinnin on April 10 after her 3-year-old son and another 4-year-old son were found at the apartment complexs playground without clothes on and parental supervision. Both children told officers that their mother was home asleep, according to a Rock Hill police report.
When police made contact with Tinnin, she said the boys often leave the house without her knowing about it, the report states.
Shes not a bad person, Latasha Tinnin said of her sister on Tuesday.
The only reason police arrested Tinnin a second time is because a neighbor found the boy outside in his underwear, Latasha Tinnin said. She also said the boy awoke in the middle of the night, thought his sister was outside and left the apartment to join her.
She doesnt let him go outside with his brothers and sisters, making the boy eager to play outside, Latasha Tinnin said.
Latasha said her sister is upset and hasnt stopped crying about the situation since her arrest.
A records check with the State Law Enforcement Division shows that Tinnin doesnt have any prior criminal history prior to her cruelty to children arrests this year.
