In order to be ranked in the Sweet 16, a school must be in the Observer's coverage area and follow the eight-semester rule (students are eligible for eight consecutive semesters beginning with their freshman year). Schools that allow "reclassifications" are not eligible for inclusion. Schools that no longer allow reclassed students but still have some grandfathered students in school are not eligible for inclusion.
The Sweet 16 is not a power poll. A panel of Observer writers votes on the poll each week. They do not consider how ranked teams would do against each other unless the teams actually play. Voters are asked to take into account a team's strength, strength of class, strength of schedule and ultimately that team's chances of winning a state championship.
