Chester man is charged with kidnapping woman, 20, who later escaped

CHESTER Deputies charged a Chester man with kidnapping after they say he abducted a woman while holding a box cutter to her throat and then locked her inside her own car Saturday.

The woman escaped after the man got out of the car and she got into the driver’s seat and drove away.

Devin Deon Everett, 24, is also charged with criminal domestic violence and violation of a restraining order. He was arrested Sunday morning and is held at the Chester County Detention Center without bond.

Around 6:45 a.m., deputies met with a 20-year-old woman who said that when she returned home early Saturday, she heard footsteps coming towards her in the driveway and turned to see Everett, the father of her child, approaching her, according to a Chester County Sheriff’s report.

Everett grabbed the woman, put one hand over her mouth and put a blue box cutter to her throat, the report states. He then shoved her into the backseat of her car, engaged the child locks and drove away from her house.

The woman told police that Everett drove around Chester, talking to her and telling her not to call the police. Everett then drove to his house on Gardendale Circle. When Everett got out of the car, the woman said she jumped into the driver’s seat and drove away. She then called the police.

The woman said she was in fear for her life and showed police a restraining order against Everett that was signed by a judge in August and stemmed from a July incident, according to the report. The restraining order prohibited Everett from being anywhere near the woman, her family, home and workplace.

Deputies went to Everett’s home but his mother told them that he was attending an anger management class in Rock Hill. Deputies issued warrants on him but he was later arrested and booked Sunday morning, according to the Chester County Detention Center’s website.

On July 23, Everett was arrested and charged with assault after police say he refused to let the same woman out of a car and began pulling on her belt, according to a second Chester County Sheriff's report. When the woman threatened to call the police, Everett threatened to kill her.

Everett's criminal history includes a 2005 charge for public disorderly conduct and a 2006 arrest for driving without a license, according to the State Law Enforcement Division.
