During his two terms in office, President Barack Obama commuted the sentences of 1,715 people. That's more than the previous 13 presidents combined. Last November in a conference call with reporters, White House Counsel Neil Eggleston and Deputy Attorney General Sally Yates explained the reasons for the president's actions.
