Applications are available for a Women Entrepreneur Program, designed for women who are interested in starting or expanding a home-based business.
The program is open to residents of historic West End, which includes Biddleville, Smallwood, Seversville, Lincoln Heights, University Park, Dalebrook, Wesley Heights, Oaklawn Park, Taylor Avenue, McCrorey Heights, Washington Heights and Oakview Terrace.
The Northwest Corridor Community Development Corp. plans an orientation session from 6 to 8 p.m. Oct. 9 at Johnson C. Smith University. Program workshops are planned from 6 to 8 p.m. Oct. 16 through Nov. 20 at JCSU.

Dwight Butler will be awarded the Soldiers Medal for Bravery during a public ceremony at 10 a.m. today at the Army Reserve Headquarters, 108th Division, 1330 Westover St.
A native of west Charlotte, Butler joined the Army at age 15. By 17, he was a paratrooper in Korea with the 11th Airborne Division, 187th Regimental Combat Team.
Butler also served three tours of duty in Vietnam and has been awarded approximately 25 medals over his 20-year military career, including the Purple Heart.
The International Festival at UNC Charlotte is 10 a.m. to 6 p.m. Saturday at the Barnhardt Student Activity Center.
The free event will have booths representing 50 countries, music, dance, crafts, activities and food.

Fusion Group Entertainment plans an event designed to increase participation among young voters in the 2008 elections.
“Celebration Fest – Rally for Change” is scheduled for noon to 6 p.m. Saturday at 3201 Tuckaseegee Road.
Vendors, food, games and musical performances are planned. John P. Kee and the New Life Community Choir are among the scheduled performers.
