Court refuses to make Bush aides cooperate
A federal appeals court on Monday rejected House Democrats' demands to force two of President Bush's top aides to cooperate with an investigation about the firings of nine federal prosecutors in 2006.
Time will run out on this year's congressional session before the battle between two branches of government can be resolved, according to the ruling by a three-judge panel on the U.S. Court of Appeals for the District of Columbia Circuit.
The ruling essentially pushes any resolution on the politically charged case until next year. Associated Press

An estimated 17,000 deceased U.S. prisoners of war could be awarded Purple Hearts under a new Pentagon policy announced Monday.
Purple Hearts are awarded to soldiers, sailors, airmen and Marines wounded by enemy action. But the awards have been denied in the past to POWs who died in captivity if it could not be proven they had been wounded or killed by the enemy.
The revised policy presumes such deaths were the result of enemy action unless compelling evidence is presented to the contrary. Associated Press
A man accused of beheading and cannibalizing a fellow bus passenger has been declared fit to stand trial, his lawyer said Monday.
A judge had ordered Vince Weiguang Li to undergo a psychiatric evaluation to determine whether the Chinese immigrant was competent to stand trial for the July slaying.
Li, who has been charged with second-degree murder in the slaying of 22-year-old Tim McLean, has not entered a plea in the case. Associated Press
The National Hurricane Center says Tropical Storm Marco has maintained its strength off Mexico's Gulf Coast with maximum sustained winds near 65 mph.
A hurricane watch is in effect for Mexico's Gulf Coast from Cabo Rojo south to Veracruz, and a tropical storm warning is in effect for the coast from Cabo Rojo south to Punta El Lagarto.
