Lancaster expects no new jobs with Duracell plant expansion

Procter & Gamble will invest $69 million over the next five years to expand its Duracell plant on S.C. 9 on Lancaster’s northwest side.

The Lancaster County Economic Development Corp. announced the expansion this week. No new jobs are expected, a Lancaster County official said.

P&G Duracell, which employs more than 400, is the largest industrial taxpayer in Lancaster County, according to the county’s economic development office. The plant has been making AA batteries in Lancaster County for more than 35 years.

The County Council plans to cut Duracell’s property taxes for the next 30 years.

The council approved a fee-in-lieu agreement Monday. The agreement on property taxes would save Duracell $8 million, and a special source revenue credit would save the company $3.7 million, according to an analysis by the county’s economic development office.

The fee-in-lieu agreement is for 30 years. The special source revenue credits, which decrease the company’s property tax bill by up to 50 percent, are for 10 years.

Steve Willis, Lancaster County administrator, said the agreements passed Monday were similar to previous deals when the company tried new manufacturing technology.

Willis said it was his understanding the expansion would not add jobs.

In 2013, the Lancaster County Economic Development Corp. announced 16 new or expansion projects totaling more than $363 million in new investment with announced job creation of more than 2,300 jobs.
