Charlotte health insurance broker’s tactics raise questions

Income projections based on panhandling, barter and illegal activity have gotten hundreds of homeless people insurance at federal expense – and prompted a closer look at the Charlotte agent who made the sales. He says he’s helping, but advocates for the homeless say they’re worse off than before.
