The driver of a van that struck and killed a 50-year-old woman before fleeing the northeast Charlotte scene has turned himself in, more than a day and a half after the incident, authorities said.

Victor Alfonso-Manzano Mendez, 29, was arrested Saturday morning and charged with felony hit and run in the death of Charlotte resident Margaret Rutledge, 51. Mendez, who also was operating the 2004 white Chevrolet without a license, confessed to being the driver through an attorney, police said.

Rutledge was crossing in the 5500 block of North Tryon Street near Old Concord Road about 7:15 p.m. Thursday when she was hit. Witnesses told police a van struck Rutledge in the left northbound lane and then veered into the right lane before turning onto Old Concord Road.

Police said Rutledge was not using a crosswalk.
