Rock Hill man cited after 4 pit bulls found in ‘deplorable conditions’

A Rock Hill dog owner was cited on accusations of cruelty to animals after police say one of his four chained pit bulls attacked and killed a neighbor’s bulldog Friday.
Officers were sent to an Ogden Road home at about 6:30 p.m. after receiving calls about a bulldog being attacked by a pit bull, according to a Rock Hill Police report. Officers walked behind the home and found four pit bulls chained in separate areas under a line of trees separating properties between Woodbrook Place and Ogden Road.
Officers found a male pit bull standing over the dead bulldog, the report states.
A York County animal control officer arrived and restrained the pit bull with a staff and lasso.
A man told police he was pet-sitting and let the bulldog out of the house to go to the bathroom, the report states. The dog wandered onto the neighbor’s property, where it was attacked and killed.
Olin Howze II, 40, told police the pit bulls belonged to him and they had been chained in the back for quite some time. He gave them food and water every other day. Police say all four pit bulls were chained by the neck with a collar and 6 feet of heavy metal tow chain that had been stuck in the ground with a car’s axle.
The report states the dogs had limited mobility because of their chains. There was no food in any of the dogs’ bowls and some of the water buckets were empty. The dogs were secluded and not visible from the house or back yard. Some of the dogs were “extremely underweight” with ribs showing through their skin.
Police cited Howze with cruelty to animals, the report states, and animal control gave Howze a week to fix the “deplorable conditions.”
