Where do police officers, soldiers and security officers from businesses go to train for terrorist situations? In many cases, it's Caldwell County.
Since 1995, the county has been the home of an unusual business. Randy Martin partnered with Thomas Dumaresq to incorporate Elite Safety Concepts 13 years ago. The name changed recently to Homeland Institute of Tactical Training Inc.
It is located on a 32-acre plot of land seven miles north of Lenoir on Mills Cove Place.
Although he grew up in Hickory, Martin started his career in law enforcement in West Virginia. He worked for the Lenoir Police Department from 1983 to 1994.
The primary focus is on training people from businesses and other places where people congregate, such as churches, hospitals and schools.
As part of regular community service, Martin recently presented a program to a women's shelter. Martin said training helps because the best defense is counterintuitive. The idea is to confuse the attacker by doing the opposite of what is expected, to “change the channel,” he said.
Homeland Institute's business is growing. There are now 30 instructors on staff .
