Pineville's proposed budget includes $6 million to build a new police station and $4.2 million to renovate Jack D. Hughes Park.
The town tax rate is expected to remain unchanged at 32 cents per $100 valuation.
At Tuesday's four-hour budget workshop, the Pineville Town Board tentatively agreed on a 2009-10 budget that offers no employee raises and keeps operating expenses virtually the same as the current year.
A loan for the police station will be paid back out of the general fund, which includes property and sales taxes and some state taxes.
Town Administrator Mike Rose says the police station can be built for an estimated $6 million. But once the design is finalized and goes out for bids, the final number could be much different.
If the bid comes in higher than $6 million, Rose says there's a good chance council members will put the project on hold.

Rose says the actual debt service, or loan repayment for the police station this coming year, will be about $300,000.
Debt payments in subsequent years will be slightly higher, but Rose says the town expects enough growth to repay the money without raising taxes. The loan repayments will be spread over seven to 10 years.
The park improvements will be paid for from the town's tourism fund, which is Pineville's share of state hotel and motel tax and prepared food tax.
