The rough surf and swells generated by Hurricane Jose caused flooding and the closure of NC-12 in the Outer Banks, North Carolina, on Tuesday, September 19. The Department of Transportation said it had closed the road in the Pea Island National Wildlife Refuge because of the high tide washing over the road. There were at least two areas along the road affected by the tide, a news report said.
The mother of two university students, Karli and Kelsey Richardson, who died in a wrong-way car crash in April, donned her oldest daughter's graduation cap and gown at Grand Canyon University's commencement ceremony on April 27. Catherine Hocking accepted Karli's diploma in her memory, making the university's hand sign to a standing ovation.

Mark Bergstresser is considered a hero to his neighbors in the Mayfair neighborhood off of Hwy 211 in Lumberton, N.C. as he uses his fishing boat to help ferry stranded neighbors to friends and relatives on the highway after floodwaters closed the road.
