Billy Romeo is a fourth-year marching band member in the Hickory Ridge Blue Regiment and a Life Scout with Boy Scout Troop 173 of Harrisburg Presbyterian Church. He had decided to build the tower as his Eagle Scout service project in 2012.

In working with students at Torrence Creek Elementary in Huntersville over the years, teacher Lorri Whisenant and parent volunteer Cindy Cooper saw that community service projects such as canned food drives and coat drives are needed at the school.
