Public hearing for 212-acre rezoning in Lake Wylie set

A public hearing is planned in February for the Baxter-by-the-lake proposal on Crowders Creek.

Walton South Carolina wants to rezone 212 acres on the northern banks of Crowders Creek from residential to a planned development. The move needs three readings by York County Council and a public hearing. The hearing is tentatively set for Feb. 2.

During recent Council meetings about new residential building requirements for properties near the lake, developers laid out their plans. Walton South Carolina wants 350 homes, 100 multi-family units and 58 townhomes with 88,000 square feet of commercial space. The development would resemble Baxter in Fort Mill, they said, only a smaller scale.

“It’s very similar to what you’d have now in Baxter Village,” Paul Beidel, president of Walton’s southeast region, told Council. “This is just a mini version.”

Developers tried to differentiate themselves from higher density projects – which brought up resident concern and ultimately a decision to investigate building restrictions in a district overlay plan.

Ellen Goff, leader of the Lake Wylie Covekeepers and frequent petitioner to Council on behalf of residents in the Bonum Road area, was one of many residents disappointed Council didn’t take a firm stance on the overlay.

“The Lake Wylie overlay would have limited housing density within a specified distance from the lake as well as area creeks,” she said. “The greater issue of unplanned growth will affect a much larger area of Lake Wylie.”

Despite support from Councilman Bruce Henderson, who represents the lake, Goff said Council as a whole is “unable or unwilling” to respond to concerns. She would like to see county planners increase regulations on clear cutting, mass grading and soil disturbance.

“If the county refuses to limit the expanse and rate of growth, we must insist that the coming developments be regulated more stringently,” she said.

The Walton property runs lengthwise along Crowders Creek, with about half of it along shoreline. Main access would come from S.C. 274 near Crowders Creek Elementary School, with a tie-in at Glenn Brandon Road on the west.
