Mecklenburg County Manager Dena Diorio has hired a former CFO of the N.C. Department of Transportation to be Mecklenburg’s assistant county manager over financial services.
Mark Foster, with 25 years of financial management experience in private and public jobs, will start Monday. He’ll oversee several departments, including financial services, tax collector and information technology. He’ll also lead the county’s enterprise risk-management strategy and be responsible for financial planning and compliance throughout the county organization.
His job was the position Diorio held before county commissioners hired her as county manager last December. Foster will make $177,000 a year.
“I truly believe Mark is the right person for the job,” Diorio said in a release Friday. “His extensive financial background with private firms and with the state will help us fulfill the county’s financial management strategies.”

In addition to his work for the Transportation Department, Foster managed about $4 billion in state financial resources and served on the state retirement system’s trustees board. He is a certified public accountant and earned an MBA from UNC Chapel Hill.
He joins Deputy County Manager Chris Peek, who is also Diorio’s chief of staff, and assistant county managers Leslie Johnson and Michelle Lancaster as the county’s executive team that oversees 5,500 Mecklenburg employees.
