Rock Hill mother charged after toddler found wandering street, naked

A Rock Hill mother was charged after her 2-year-old daughter was found wandering the street naked and alone, according to police.

A woman and her daughter found the toddler on Walnut Street at about 9:20 a.m. Friday, according to a police report. The child was naked, cold and dirty, and was calling out for “Mommy.”

The neighbor told officers the toddler “came right to her when she approached.” She bathed the child and put a T-shirt and socks on the girl, who was “soiled and smelling” when she was found.

Police say they searched the area for the girl’s parents. They found the front door of a home in the 600 block of Walnut Street open, but no one was inside.

Officers notified the state Department of Social Services, and the child was taken to Piedmont Medical Center for an evaluation.

Investigators determined Jennifer McGinnis, 30, was the girl’s mother. They followed up at McGinnis’ home later Friday and arrested her. She was placed in the Rock Hill city jail and released Saturday under $3,000 bond.
