Statesville council member charged with food stamp fraud

Statesville City Council member Jarrod Phifer has been charged with felony food stamp fraud and misdemeanor Medicaid assistance fraud. Phifer, 28, who represents Ward 3, is in his first year on the council. He referred questions to his lawyer, who couldn’t be reached for comment Friday. Phifer is the second Statesville council member facing a felony charge. Flake Huggins from Ward 6 has been charged with two felonies related to the 2011 runoff election. Dave Vieser
