“Topping out ceremony”: The last concrete is poured in northeast corner of the tower and the balloon festooned bucket is pulled away by the crane operator. Construction workers try to throw confetti over the side of building but the wind blew it right back on them. This action took place at 12:36 pm. The view is from the crane atop the new building.
