Harlow is winner of District 2 Democratic primary, but recount is Friday

Justin Harlow has been certified as the winner of the Democratic primary for the District 2 City Council seat by 16 votes.

The race isn’t officially over, however. J’Tanya Adams, who finished second, has requested a recount. That will take place 1 p.m. Friday.

After counting a handful of provisional ballots, Harlow finished the race with 2,362 votes and Adams had 2,346.

The winner will face Republican Pete Givens in the November general election. District 2 covers much of northeast Charlotte, starting in uptown and running to Mountain Island Lake and Northlake Mall.

There was no incumbent in the race. Al Austin stepped down from the seat earlier this year to take a job with the N.C. Department of Transportation.
