A Tega Cay Democrat, ex-Gamecock and former aide to Vice President Joe Biden has announced plans to run for Congress.
Francis Person announced his intent to challenge Indian Land Republican Mick Mulvaney for the Fifth Congressional District seat in a YouTube video on Monday.
Person says he wants to focus on education, rebuilding America’s infrastructure and ending budget cuts known as “sequestration.”

“Mick Mulvaney went to Congress in 2010 to fix a broken Congress,” Person says in the video. “But the truth is, Congress has just gotten more broken since he’s been there.”
Person played on the University of South Carolina football team on a scholarship, and most recently worked with student athletes at the Columbia campus.
In between, Person worked with Biden as an aide, first in his Senate office and then as vice president after Biden was elected as Barack Obama’s running mate in 2008.
Mulvaney has represented the fifth district since he defeated longtime Democratic incumbent John Spratt in 2010, and easily won re-election in 2012 and 2014.
