The Mecklenburg County district attorney’s office released a 22-page report Wednesday detailing its investigation of the Sept. 20 fatal shooting of Keith Lamont Scott by a Charlotte-Mecklenburg police officer. District Attorney Andrew Murray announced earlier Wednesday that no charges will be brought against officer Brentley Vinson in the shooting.
