City Council approves plan to expand, redevelop south Charlotte apartment complex
Charlotte City Council approved plans Monday night from a national developer to expand a decades-old south Charlotte apartment complex.
Goldberg Companies will redevelop 66 existing units of its Legacy Arboretum complex with 278 new units, according to a site plan. The 43-acre property is off Pineville-Matthews Road (Route 51), about a mile east of Providence Road. With the redevelopment, Legacy Arboretum will have 478 apartments.
Goldberg Companies bought the site in 2005; the units were originally built in 1995, a company representative told council members last month. A timeline on construction or project cost was not immediately available.
Neighborhood concerns, other additions
The project saw some strong neighborhood opposition, with a group of residents creating a website saynotolegacy.com.
Top concerns include worsening already bad congestion in the area of Route 51 and Hugh Forest Road. Residents pointed to traffic problems at drop-off and pick-up times at Providence High School, which is across the street from Legacy Arboretum. Other concerns include school overcrowding and the new apartments not fitting into the surrounding neighborhood.
The developer attempted to address some of those concerns, including lowering building heights from four to three-story buildings.
Goldberg Companies will build a 12-foot multi-use path along a portion of the site parallel to Pineville-Matthews Road. The company will also build and expand car turn lanes at Pineville-Matthews and Hugh Forest roads as well as install pedestrian crossing and ramps, according to the site plan.
