CMS worker accused of sending pictures and video of himself in a sex act to teen

A Charlotte-Mecklenburg Schools employee is accused of sending a 16-year-old girl pictures and video of himself engaged in a sex act.

Henry Dillard, whose job is to help students improve their behavior, was arrested Friday on charges of first- and third-degree sexual exploitation of a minor and felony disseminating obscenity. The 50-year-old Concord man is free on $30,000 bail, Mecklenburg County jail records show. The charges were dismissed March 6, 2018.

A police warrant accuses Dillard of sending the teen several videos and pictures of him exposing himself and masturbating, Observer news partner WBTV and other media outlets reported on Tuesday.

Dillard asked the victim to send him similar pictures and video of herself, which she did, WBTV reported, citing the warrant. The incidents occurred between June 2017 and this month, according to the warrant.

“She’s very distraught about the whole situation,” the teen’s mother told Charlotte station WSOC-TV. “She feels taken advantage of. He found out her name, and he started pursuing her on social media.”

Citing the warrant, WBTV reported that Dillard’s face could not be seen in the photos and videos but that tattoos on his arm matched those found on the girl’s phone.

Dillard has worked for CMS since 2005, most recently at Ridge Road Middle School as a behavior modification technician. He also worked in that role at Quail Hollow Middle School, James Martin Middle School and Northwest School of the Arts, and was an exceptional children’s assistant at Lincoln Heights Elementary School, according to WBTV and other news outlets.

Dillard is suspended with pay pending the outcome of the case.
