Woman charged with child abuse; 2-year-old in critical condition

A Rock Hill woman was arrested after her 2-year-old daughter was taken to Piedmont Medical Center with “severe” bruising all over her body and then transported to a Charlotte hospital in critical condition, police say.

Sabrina Culp, 25, of Keiger Street, was charged with unlawful conduct toward a child and placed in the city jail, according to the Rock Hill Police Department. She was released Saturday after posting $4,000 bond.

Paramedics were called to an apartment on Keiger Street early Saturday, and told officers they could hear arguing inside, according to a police report. The paramedics said the occupants did not answer any attempts for contact before Culp allowed them in before officers arrived.

While en route to the hospital, paramedics noticed “severe bruising” all over the child’s body and a laceration to her head, police said.

Detectives spoke with Piedmont Medical Center staff, who told them the child had bruises and marks “all over her body” in various stages of healing, police said. She also had a knot on her forehead and appeared to be malnourished.

Culp was arrested at the hospital. The child was transported to Levine Children’s Hospital in Charlotte in critical condition. Her condition was not available Monday.

Officers executed a search warrant on Culp’s home. Culp told investigators she left her daughter in the care of Rkeem Chiwacha Moffatt, 21, on Friday, and that she saw marks on her when she arrived home from work.

A short time later, the girl began vomiting, police said.

Investigators have obtained a warrant for Moffatt for unlawful conduct toward a child and are trying to locate him, Capt. Mark Bollinger said Monday. Moffatt is described as a black male, about 5-foot-6 and weighs 150 pounds.

The case remains under investigation.
