A Rock Hill man is accused of paying a 13-year-old girl to appear nude before him and fondling her, according to Rock Hill police.

Roger Liberty Jr., 64, of Saluda Street turned himself in on Thursday and was charged with criminal sexual conduct with a minor and criminal solicitation of a minor, police said.

Police received a report about the case on Oct. 16 from the S.C. Department of Social Services. They were told Liberty paid the girl to appear nude and that he touched her inappropriately, a report said.

When detectives questioned Liberty, he admitted feeling the girl’s breast. Police later questioned the victim, who told police he touched her in inappropriate places.

In an Oct. 28 search of Liberty’s home, detectives seized several electronic devices. Liberty was being held in the York County Detention Center Friday on $70,000 bond.
