NC’s crossover deadline is here. What bills have a chance | Under the Dome podcast
This is crossover week, the busy time at the North Carolina General Assembly that leads up to the May 8 crossover deadline. That’s a self-imposed cutoff date for legislation to pass at least one chamber.

I’m Dawn Vaughan, The News & Observer’s Capitol bureau chief. I’m joined by politics editor Jordan Schrader and politics reporter Kyle Ingram.
Crossover doesn’t mean it’s the last chance for a bill. There are ways around the deadline. Some legislation is exempt, like budgets or appointments. Lawmakers can also gut and amend a bill, which replaces the original content with entirely new legislation. A gut-and-amend is frequently the work of those in leadership, and the General Assembly is controlled by Republicans.
But the odds are not in a policy bill’s favor if it doesn’t pass either the House or Senate by Thursday. And it’s not just for this year, but next year, too, as the legislative session spans two years.
So all the rank-and-file lawmakers are pushing their bills this week, hopeful to get a floor vote. Listen to find out what’s already passed and what could head to the floor.
Voting sessions are scheduled for both the House and Senate on Tuesday, and committee meetings, too. House Speaker Destin Hall said House voting sessions Tuesday and Wednesday could go until 9 p.m.
