NC Insurance Commissioner Mike Causey has changed the boundaries of his department’s regional districts multiple times. Led by regional directors, the districts are not evenly distributed by territory or population.
The boundaries have benefited some of the people he appointed to work for him, including two regional directors whose territories included much of the legislative districts where they campaigned for office while working for Causey.
