DMV is a focus for NC auditor. Who else has he investigated?
Since he took office in January, North Carolina State Auditor Dave Boliek has released a steady stream of audits and investigative reports of organizations at all levels of government.
These reviews have revealed reporting errors, mismanagement and alleged fraudulent activity.
Here’s a look at some of the most notable investigations this year:
NC Central audit finds $45 million in errors
In March, an audit of North Carolina Central University revealed $45 million in financial reporting errors, prompting Boliek to say the school “fell far short of the standards expected of our education institutions.”
Among the errors were an overstatement of the university’s expenses on supplies and services by $8.3 million due to a classification error and an overstatement of its cash by $4.9 million due to inaccurate journal entries, according to the audit.
Auditor questions $8.5 million in federal grant spending
An April audit of North Carolina’s usage of over $25 billion in federal grants questioned over $8 million in unemployment insurance spending, saying the Department of Commerce incorrectly used the money.
The report found that the Commerce Department and the state Department of Health and Human Services did not adequately monitor millions in federal funds.
Investigation into Charlotte police settlement
In May, Boliek announced his office would investigate a six-figure settlement between the city of Charlotte and its police chief, Johnny Jennings.
Jennings revealed the settlement amount was $305,000 after Boliek began his investigation.
Special report on $145,000 daily laundry, showers
A special report released in June found that a Swannanoa-based relief station set up after Hurricane Helene cost over $145,000 a day to run.
The station, which provided shower and laundry services, ended up costing over $27 million over six months, the report said.
Suspended health care providers identified on Medicaid program
A July audit of the state’s Medicaid program found several health care providers with active suspensions still providing services.
Among the findings was a provider treating patients despite being under a non-practice agreement for abusing alcohol and another provider treating female Medicaid patients despite being restricted from doing so.
Long-awaited DMV audit proposes splitting division from DOT
Last month, Boliek’s office released a 435-page audit of the Division of Motor Vehicles, an agency beleaguered by years of complaints, gridlock and allegations of mismanagement.
In it, Boliek recommended making the DMV its own agency, separate from the oversight of the Department of Transportation.
Audit alleges fraudulent activity in NC town
An investigative report released in August alleged that the town of Mount Olive engaged in fraudulent activity.
Among the findings was a town commissioner who did not pay his utility bill and repeatedly had his cutoff fee voided. The report also found the town improperly entering utility rates, resulting in over $200,000 in lost revenue.
Report examines $46 million deficit in large NC school district
A special report on Winston-Salem/Forsyth County Schools — one of the largest school districts in the state — analyzed a $46 million budget deficit.
The report found that over $75 million in bonuses were awarded even as the district plunged into a budget shortfall.
