German company wants to grow. Mecklenburg County OKs $1.7 million so they’ll do it here.
Mecklenburg County commissioners voted Tuesday to give up to $1.7 million in tax incentives to a Charlotte manufacturing company to keep it in North Carolina.
Bosch Rexroth Corporation plans to combine two existing Charlotte facilities into one North American headquarters, creating up to 87 new jobs and keeping 260 employees here.
The company is considering two different locations in South Carolina and requesting incentives from Mecklenburg County, the City of Charlotte and the state of North Carolina.
Commissioners also voted to allow Pineville law enforcement to serve its extraterritorial jurisdiction and set the 2023 county commissioner meeting schedule.
Bosch Rexroth’s plans to expand
The German engineering company plans to build a new 227,500-square-foot facility on a Brownfield property at 409 Tyvola Road. Construction is expected to begin in early 2023 and finish in late 2024, according to Shahid Rana, a Mecklenburg County economic development specialist who works in business attraction.
The company’s two existing locations are on D Ducks Lane and South Lakes Drive.
Vice Chair Elaine Powell, who represents District 1, was the sole commissioner who voted against the tax incentives.
At-large Commissioner Leigh Altman congratulated the Bosch Rexroth representatives in attendance for their commitment to partnerships with Charlotte Mecklenburg Schools to help students get career ready.
“The merit of the financials is very, very strong from the county perspective,” Altman said.
Bosch Rexroth said the expansion will allow it to create 24 jobs within three years with an average annual salary of $67,016. Those jobs include:
▪ Manager — $152,000
▪ Two professional jobs — $104,000
▪ Three technical jobs — $72,000
▪ Two sales jobs — $134,000
▪ Two clerical jobs — $65,000
▪ Four skilled craftsmen — $62,000
▪ 10 semi-skilled operators — $51,000
A presentation to commissioners on Tuesday showed the company could create an additional 63 jobs on top of the 24 it’s committing to.
The county will refund 90% of new tax revenue over seven years as part of its $1.7 million commitment. The city could give up to $959,000. With added state incentives, the company could receive a maximum of $2.69 million. The county projects maximum net tax revenue paid during the incentivized period to be $2.24 million.
Pineville police to expand to ETJ
Mecklenburg County officials unanimously approved a deal to allow the Pineville Police Department to patrol its extra-territorial jurisdiction (ETJ), an area outside of the town over which it has planning and zoning jurisdiction.
Pineville expressed interest in providing law enforcement services to ETJ residents, county documents show. Through the agreement approved Tuesday night, Pineville Police will have the power to arrest and serve criminal and civil processes through the ETJ. Currently, the area is served by the Charlotte-Mecklenburg Police Department.
The ETJ adds an additional mile and 3,000 residents to Pineville Police’s service area — about two calls for service per day and three hours of response time per day. The agreement term lasts through June 2027.
The deal amended the current fiscal year budget to allocate $440,000 toward the Pineville Police Department to fund the service district’s expansion.
Over the next four years, the Pineville Police Department will receive an additional $3.2 million from the county to fund the needed labor, cars, materials and technology for the expansion.
The expansion comes during a time when the Pineville Police Department faces controversy after a prisoner jumped out of an unlocked police car window onto Interstate 485 and is now suffering a traumatic brain injury. Earlier this month, The Charlotte Observer found that Pineville town council member Les Gladden insisted Pineville police promote his son Ryan Gladden, despite driving drunk while on duty last year.
County approves 2023 meeting schedule
The county approved its meeting schedule for 2023. Notable dates include:
▪ The board’s annual retreat from Jan. 25-27 at the Central Piedmont Community College Harris Conference Center.
▪ The National Association of Counties Legislative Conference in Washington D.C. from Feb. 11-14.
▪ CMS will request an allocation from the county for its new fiscal year budget on May 11.
▪ The county manager will present the new budget on May 18 and the budget is expected to be adopted June 6.
▪ The National Association of Counties annual conference will be held July 21-24 in Austin, Texas.
Pedestrian bridge architect chosen
The county voted to choose Charlotte-based Neighboring Concepts for Architectural/Engineering Services for a pedestrian bridge between the Eastway Regional Recreation Center and the new Northeast Community Resource Center over an existing railroad right of way.
